    Call Meeting to Order

    Meeting called to order at 7:45 PM

    Present: Tom Duston and Fred Szmit, Co-Chairmen; Jeff Newcomer, Sue Plunske, Kathy Thatcher, and Lynn Borofsky.

  1. Acceptance of Minutes

    Jeff Newcomer made a motion to approve the Meeting Minutes of March 31, 1999. Fred Szmit seconded the motion which carried by a Unanimous vote.

  3. Permits

    *Poitras Off Canal Street: Complaint from Highway Department, someone is parking a large boat near Canal Street. After research being done, it was found that the Town of Chesterfield owns the property. Poitras owned the land but sold "Near Lake Inn". DES has written to Poitras.

    *Steve on Forms: Steve is working on doing up some new forms for the Conservation Commission.

    *Clarkson Status on Route 9: No work is currently being done on the road. It was questioned whether he has his bond posted. Tom Duston will try and find out; also, check on easement. Also discussed whether there is some way of keeping track of what people are coing.

    *Kowalski (Dredge & Fill Permit): The Commission needs to inspect the property. An inspection is scheduled for Sunday, May 2, 1999 at 4:00 PM. The Commission will meet at the Town Offices.

    *Info on commercial lots near wetland at Chesterfield Heights/Forestview: The Commission discussed the commercial lots and the possibilities for development. Wetlands protects anything to go on those lots.

     

  5. California Brook Meeting of 4/21/99: Kathy and Tom

    Tom Duston advised that there was a postponement of May 12th meeting. This meeting will be held in the Fall, 1999.

     

    The California Brook Working Group is chaired by Ben Menke. Tom got them to agree to continue working on trail from Horatio Colony Preserve to Atherton Hill to Pisgah. The Commission discussed connections of these trails. At some point a list of landowners will be researched in these areas.

     

  7. Connecticut River

    Problem at end of Asgard Road: This dirt road is located approximately 100 yards before the new paint store off Route 9. Highway Department is upset because of a wall in the road and someone cleared all trees. The Conservation Commission needs to take pictures preferably from the river near the site or from across the river.

     

    Sue Report: Tom has sent a list of names and addresses on Town Commissioners to the State in order to get updated literature.

    *The Commission should be trying to generate funds for land buying (Connecticut River Fund). It wold be great to have a tax map with owners names and addresses along the river.

    *Discussed list of funding sources.

    *Rules and regulations are needed applying to the Connecticut River.

    *Commissioners agreed that the Planning Board should put on the ballott for next year what they did this year.

     

  9. Update on work related to W-M Greenway

    *David Mann/Surveying: David Mann had to cancel, Tom will try to get him out again.

    *Dealing with "Ramian problem": Their land was part of W-M Greenway trail; but because of circumstances the land will be tied up in the courts. This land is needed for right-of-way to another piece of land. An alternative route is being researched for someone's land in Hinsdale to go to Plain Road.

    *Trail clearing (Stokes Loop): Anyone interested in helping to clear the path at Stokes Loop should bring their clippers on Saturday, May 8th.

    *The Commission needs to walk Snowmobile Trail on Friedsam Road and the bridge.

    *Mailboxes need to be put up. The boxes for Friedsam Town Forest are being done by art students at the school. Also a sign is needed for Fall informing of hiking and skiing.

     

  11. What did I forget?

    Fred Szmit advised that Tim called wanted the Commission to discuss Hardee's proposal to selectively cut trees on the Town lot by the dump to improve the stand of oaks (5-6 acres) for future harvesting. The Commission concurred that the plan was a sensible one.

    The Commission briefly discussed the Doktor Subdivision coming before the Planning Board; possibly obtaining easements or land out the 128 remaining acres. Also discussed Camp Spofford.

    Fred Zmit advised the Commission that Peyton has offered the Town little money to buy 100' of shorefront. Should the Town sell at least with an easement. This property is "grandfathered" as a building lot. Conservation Commission is opposed to selling this lot to Peyton at $15,000. It was agreed that it should be left as green space or try to sell to the neighbors on each side.

     

  13. Adjournment

The Conservation Commission adjourned at 9:35 PM.
