Minutes

March 27, 1996


Chesterfield, New Hampshire

Meeting began at 7:45 P.M.

Members Present: McKim Mitchell, Kathy Davidson, Tom Duston, Cliff Lerner, and selectmen representative Tim Butterworth
Members Absent:Bob Soterup and Jeff Newcomer


Permits Requested
  • Kalich : Cliff and other board members have some concerns with this application. Especially about the vernal pool habitat. Also concerned that the application date is 2/19/96, and the board needs to develop a better method for reviewing these applications in a more timely fashion. McKim will contact the state about this application.
  • Damphouse : brief discussion about this driveway culvert replacement.
  • Roundtree : Some discussion about this application. Cliff will possibly view the seasonal stream and report back to the commission. It was suggested by Kathy at this time that we keep track wetlands applications and complaints as they are recieved by the Conservation Commission.

Granite Bank Property
A letter was sent dated 3/21/96 to Granite Bank accepting many properties. The situation has gotten complicated and will be furhter discussed at future meetings as more information becomes available.

Gulf Road
Mckim suggested that a committee be formed to plan for future development of Gulf Road. Tom Dustin suggested that Linda Lord be considered as a member of this committee. Kathy suggested that Jim O'Neil also be contacted to serve on this committee. McKim thought that other town boards that should be represented including Planning Board, Conservation Commission, Highway Department, Board of Selectmen, Police Department, and Fire/Rescue.

Madame Sherie Parking Situation:
There are currently "NO PARKNG" signs near the Madame Sherie Forest. Ann Stokes suggested that she would open up the field across the street as a parking area to alleviate the current problem of cars being ticketed and towed. She also requested that police do not ticket or tow vehicles during daylight hours. Kathy made a motion to support the possibility of providing parking in this area. Seconded by CLiff, Unanimously approved by the Commission. It was also suggested at this time time that the Society for the Protection of N.H. Forests and the Nature Conservancy also become involved.

New Business :
Infomation recieved from the Society for Protection of N.H. regarding a camp program. They were seeking us to provide a scholarship for a Chesterfield student to participate (partial or full scholarship). Cliff made a motion to support a half scholarship for a qualified high school student from Chesterfield. Seconded by McKim and unanimously approved. Cliff will check further into this. The deadline for the camp application is May 15, 1996 and they only accept 256 campers.

There was also brief discussion about how involved the Conservation Commission wants to get with Wetlands Applications, Wetlands Violations or complaints.
