Meeting began at 7:35 P.M.

Members Present:McKim Mitchell, Kathy Davidson, Tom Duston, and selectmen's representative Tim Butterworth.
Members absent: Jeff Newcomer, Cliff Lerner, Kate Haines


Friedsam Town Forest

Discussion about the Friedsam Property: Steve Hardy (guest forester) has reviewed the 1984 Friedsam Management Plan. He looked at the harvest, took numbers from 1984, figured a 3% growth....realizing thinning, etc., and roughly estimated that the Town could realize a profit of approximately $72,000. from a harvesting. Possible use for this revenue could be land acquisition, easements, etc., or as Steve Hardy suggested, perhaps this money could offset the cost of building the new town library. Every fifteen years this revenue could be realized. Steve said that this would be a good example of sound forest management, and if Friedsam is to be cut it should be done in the summer. Tom Duston added that as he sees it, forest management plans have two primary functions....1) to improve the dollar value of the land, and 2) change habitat. Tom said he would rather not manage it for the above reasons. If the money is not that substantial, he would rather let it (Friedsam) stay the same and let nature take it's course. After further discussion, it was suggested by Tim that the Conservation Commission do a "Walk-through" of an area that Steve is currently managing. Steve will submit a formal proposal for our consideration. McKim also suggested that Rick VanderPol from Antioch also look at the plan and Friedsam and make recommendation.

Paul Hubner requested from the Conservation Commission that the Boy Scouts be allowed to put twenty or more tent sites in Friedsam. After a brief discussion it was decided that the commission would hold an information meeting about possible uses for Friedsam, including this request and any other requests for uses of this property. Kathy will send a letter to Mr. Hubner with regards to this issue.

Connecticut River Joint Commissions

A letter was received dated Nov. 22, 1996 from the Connecticut River Joint Commissions requesting a donation to support printing and distribution of the Connecticut River Corridor Management Plan. A motion was made by Kathy and 2nd by Tom to donate $50.00 now for this cause. All in favor.

Wetlands Applications Update

Martini file #96-00135: Permission granted for this MAJOR IMPACT project.

Joslin #96-01888 : Correspondence dated Nov. 20, 1996 requested more information.
*Additional information included submittals from abutters allowing applicant to work within setback.
*Size of beach and drawings necessary.
*Dimensions of dock and that it will be seasonal.

Motion to adjourn at 9:38 p.m
