The Conservation Commission met in the Town Offices on November 28, 2001 at 7:45 PM. 1). K. Thatcher motioned to approve the minutes of the 10/24/01 meeting. The motion was seconded by S. Fisher, followed by a unanimous vote. 2). Kathy discussed letters from DES, who conducted an inspection of Kalich property on November 2, 2001 and action necessary to prevent siltation into Spofford Lake. A). Install a row of silt fencing at the confluence of the brook that leads from the pond into Spofford Lake by November 30, 2001. B). Install a floating siltation curtain anchored in the bed of the pond as a sillway from the pond into the brook by November 30, 2001. C). Provide documention to DES of these installations by December 15, 2002. Eventually Kalich may have to reapply for the pond. DES does not have a copy of the permit on file. DES may require the pond to be filled in. Letter was supportive of Conservation's Concern. Receipt of a non-site specific permit for Wetlands Review for Winn Johnson on 84 South Shore Road. 40 X 4 foot dock to replace decayed dock. 3). Tom wrote a definition and Guidelines for the Monadnock Conservancy Landowner Assistance Fund. Steve motioned to accept the definition, seconded by Kathy, all in favor. Monadnock Conservancy would like a letter from the Selectmen stating that they are authorized to do this along with the attached definition. 4). Signs to post at Madame Sherri's forest including a Welcome Bulletin Board, Laminated Map and a note about vandalism. 5). John Summers suggested to Conservation Commission that they apply for an LCHIP grant to buy land in Hinsdale owned by Bob Borofsky. Deadline for LCHIP grant is Friday. LCHIP did not give any conservation money in SouthWestern NH last year. The application will be submitted by Friends of Pisgah, of which Chesterfield Conservation Commission is a partner. Wantastiquet-Monadnock Greenway is a subcommittee of the Friends of Pisgah in partnership with the Hinsdale Conservation Commission, and the Monadnock Conservancy. The Land value is $22,500 Tom proposed requesting $12,500 from LCHIP Friends of Pisgah will have to raise $10,000. The Commission will discuss fund raising ideas at the next meeting. 6). To prevent abandoned roads from disappearing into the woods, Tom proposed designating these as Class A trails. Chesterfield has a lot of these types of roads especially in the California Brook Area. Is it easier to propose the Zoning Board or warrant it at town meeting? What is the deadline for Town Meeting. Conservation's Goal is to protect California Brook trails and the definition of a Class A trail is friendlier to abutters than Class B. 7). Friedsam Ski Trail- Conservation members want to walk and do maintainence to the entire trail on Sunday December 3. Members are meeting at 10AM in the upper parking lot. Other trail projects pending. Steve, Jeff and Tom walked from Pulpit Rock to Route 63 because of the Wantastiquet-Monadnock Trail which could consist of two legs. The Commission could potentially have a trail all the way to Pisgah Park. One leg is the Bear Mountain Connector which involves the Commission because that is where the land owned by Bob Borofsky is located and the other leg, The Wallace Leg property owners Mr. Wallace and Ms. Czarnecki have indicated interest for an informal trail agreements. Tom wrote to The Czarnecki's asking them where they would like the trail to cross their property last week. Jeff talked about another trail on Madame Sherri's. A location map for all trails in Chesterfield was propossed. A Checklist for state and private trails was also proposed. Jeff proposed another looping trail from Mine Ledge that is included in Wantastiquet and Madame Sherri. 8). New Hampshire Recreational Trails Grant application Jeff suggessted that L. Borofsky might be able to attend one of the seminars regarding this application. 9). The next meeting of the Conservation Commission will be January 9, 2002, followed by February 27, then the fourth Wednesday of every month. 10).
