Present: Tom Duston; Chairman, Jeff Newcomer, Bill Tyler, Steve Fisher, and Amy LaFontaine; Secretary.

1). Minutes from September 24, 2003 - Jeff stated that the $100 bill from the Keene Sentinel was to switch the front page to an FTP site. He also stated that the Sentinel may begin charging the Commission $17 per month for service. The Commission could pay for it out of the grant. Steve stated that he did not think it was necessary to pay for the web page. He thought that the Town should be asked if it has enough space. Jeff moved to approve the minutes from September 24th as amended. The motion was seconded by Bill and passed unanimously by the Commission.

2). Visitors – Turn Schoolwerth and Fred Newton from the Spofford Lake Association showed the Commission a video and passed out handouts about milfoil. Selectmen Fred Szmit thought goals of the Conservation Commission and Spofford Lake Association coincided on this issue. He sent them to Conservation. The Spofford Lake Association has the weed watcher program which is entirely volunteer. They divided the lake into 25 sections and check for milfoil 2x per year. There has not been any milfoil found in Spofford Lake yet. The Lake Host Program have hired 2 lake hosts one on Saturday and one on Sunday. They have received a $3,000 grant for the past 2 years which has paid for this program. The Spofford Lake Association would like to hire a lake host for 4 hours per day during the week and increase wages for the weekend hosts. One earns $11.50 per hour and the other earns $10 per hour. Fred stated that they are trying to raise $4,000 and are asking for $2,000 from the Conservation Commission. They found 3 specimens of milfoil on boats the 1st year. This year they found a green glob next to the boat which also turned out to be milfoil. The visitors left so the Commission could discuss the proposal. Tom stated the money would have to come from the Conservation Fund. Amy suggested the Commission have a public hearing like they did for the $10,000 to donate funds to Pisgah Park for Trail Maintenance. The Spofford Lake Association is funded by dues. Tom will ask where the rest of the money will come from. Jeff suggested they also approach Parks & Rec. Tom designated Amy to contact the attorney by e-mail to determine if the Conservation Fund can be used for this purpose.

3). Permits, Complaints, etc –

A). Scott – Old Swanzey Road. DES is not happy with the restoration of the property. The restoration plan is due to DES on the 24th. Mary Durland has informed the Town Office that she is now planning to sell her land, because she is unhappy with what has occurred there. The Scotts have filled in her property on the Old Access Road. Kathy and Steve walked around the Scott property with Mr. Conklin. He is the property owner on 3 sides of the property. A 20 foot buffer of trees has not been left between the properties and the wetland has been completely destroyed. Mr. Conklin created a pond to trap the silt coming off the Scott property. The silt fences are falling down on the Scott property.

B). Emery – on Route 63 new house on hill. DES has requested an after-the-fact permit request for the culvert under the road. The Selectmen were hoping DES would require a siltation trap. Bill will call Fred Szmit and ask if some work had been done at that site. Emery has completed a standard dredge and fill application.

C). Boucher – has created a small pond at the back of the building lot.

D). David Gale – Brook Street across from Chesterfield Tire. State does not have an alteration of terrain permit. Kathy should be contacting the Selectmen on this issue. Tom suggested that the Town should come up with its own State Alteration of Terrain Permit. This permit should be filled out whenever someone fills in or digs up terrain around protected streams.

4). Grants – Steve stated that he had not purchased any tools yet. Tom asked Amy about paychecks for the students working on the trails. Amy stated that she received the paperwork on Monday and the checks would be mailed out this Friday.

5). Natural Resource Subcommittee SWRPC – Bill stated that he was very impressed with the new Harris Center. Bill presented a booklet listing all Natural Resources for all the Towns in New Hampshire. The estimated cost of the booklet was $13,000. Bill stated that the Data Center in South Dakota has aerial photographs of all the towns which it was recommended that we purchase. Tom stated Mt. Wantastiquet was not large enough to be counted on the map.

6). NHACC Annual Meeting – on Saturday, November 1st. Tom, Amy and Steve are interested in going. Tom will contact Lynne and Kathy to see if they are interested in going. The sessions are from 10 to 11 and 11:15 to 12:15 and after lunch from 1:15 to 3:30. The participants will need to cut a check and the Commission will reimburse him later. Tom will call Marjorie Swope.

7). Logos – The Commission discussed possible ways to mark the trails.

AO = oak leaf

CL = skull and cross bones or a flower

ASL = Castle or an Arch

DM = ½ moon or bear or couch

Steve suggested WMT because it is part of the Monadnock-Wantastiquest Trail System. The Saregent Trail is already marked in Orange. Other trails could be Yellow, Blue or Green.

8). EMS on October 25thAmy and Kathy will be representing the Commission at EMS on Saturday for Club Day from 10AM to 12 PM. EMS will provide a computer for people to view the Commission’s website. Amy will photocopy some Friedsam Brochures to hand out.

9). Renewing Members – Steve and Jeff’s membership has expired. They would both like to renew.

10). Daniels Brook Clean Up – Steve, Kathy, Amy and Don LaFontaine cleaned up Daniel’s Brook in September. The gate was supposed to be at the Town Line. Amy will check with Bart to see if he picked up the Couch and the Battery. Fred and Bart were going to go down to the Brook today for an issue relating to the lawsuit with Hinsdale.

11). Other –

A). Steve stated that he had talked to Joey Cooper and DOT will not allow them to put in a bridge. They will put in pallets during the snowmobile season and they they take them out in the spring.

B). Amy contacted DES about the permits booklet. The revised edition will be available in 2004. The Selectmen’s Office has a 2002 book.

C). Tom would like to propose a meeting with the Conservation Commission, Selectboard, and Planning Board to work on communication issues. He would like to establish an educational and licensing system for loggers and builders. The property owner is only concerned with 1 project. It does not make sense to try to correct infractions after the fact. A Logger or a Builder would have to sign a document before beginning work in Chesterfield. Loggers know that they need to file an Intent to Cut form. This would be a document that needs to be signed before logging.

12). The next meeting will be December 3rd. The meeting adjourned at 9:25 PM.
