SEPTEMBER 24, 2003


Chesterfield, New Hampshire

Present: Tom Duston; Chairman, Steve Fisher, Lynne Borofsky, Kathy Thatcher, Bill Tyler, and Amy LaFontaine; Secretary.

1). Steve moved to approve the August 28th minutes as amended. The motion was seconded by Kathy and passed unanimously by the Commission.

2). Permits, Complaints, etc. - Kathy stated that DES does not notify the Commission when the application is in compliance. She suggested Steve could come into the office and research the status on line. 

  • A). Brian and Carri Scott - Greg Brede has contacted the Commission about what he has observed on that property. Tom stated that they had installed silt fences, but he could not tell if they were in compliance with the 20 conditions. Tom asked Kathy to contact DES and have them fax the revised plans for the driveway to him. Tom stated that the Commission would look at the revised plans and then file a complaint if necessary. Tom stated that they had cut down all the trees in the wetland. 
  • B). David Gale - Kathy will contact DES to find out if he has a State Alteration of Terrain permit. 
  • C). Emery - on Route 63 next to the lake, the last house on the left. They installed a culvert without a permit. The culvert is not big enough. Silt is being filtered onto the road and into the lake from the culvert. They have cut trees without permission and installed a seasonal dock. 10 acres of the pond next to lake were brown from runoff. The Commission stopped them from cutting down trees along the driveway. They can cut 50% of the trees under the Shoreland Protection Act. Tom stated that he did not think the Commission could do anything with this. Tom suggested that the Planning Board work on a regulation to limit the slope for a driveway. 
  • D). Boucher - located on White Birch Drive brought in fill to create a housing lot. The Building inspector issues a building permit. Once a lot is created, the building inspector would not check for wetlands. He would have a plot plan to check setbacks, septic design and building plans. 
  • E). Norton - property on Atherton Hill Road installed the pond. The Commission wondered if the pond had filled with water. After all the rain this summer and a gravel bed it might never fill with water. Tom will check with the Town Attorney about trespassing laws in the State of NH.

3). Ravine Bridge Project - Lynne stated that she had about a year and a half to complete the project and was still waiting for a bid from Torben Larsen who is out on maternity leave. She needs three signatures to be reimbursed for copying. Jeff has e-mailed Lynne about the web site. It has been paid for by the Sentinel up to now. The Sentinel is requesting $100.00 for staff compensation to update the Commission website. The Sentinel asked the Commission to credit the Sentinel for hosting the site. Lynne proposes to take the fee out of the grant. Steve stated that he did not think the Commission should pay for web services. Lynne has received a 15% teacher's discount at Staples for anything in the copying department. Tom wants to wait for Jeff's opinion at the next meeting for the website.

4). Snowmobile Bridge Project - Steve contacted Joey Cooper. He has not had a response yet.

5). Stokes Loop Trail Work - Lynne asked Steve to buy tools. There is still about $1,000 left for tools. Lynne asked to be sure the discount appears on the bill. There is a $10 bill for maintenance to the weedwacker. The Commission needs Loppers, small hedge clippers and possibly a second weedwacker. Tom stated he had 4 people that wanted to do trail work this weekend. Lynne asked to be sure to collect name, address, social security numbers and number of hours worked for these new employees.

6). Rose/Doctor property update - Property at the top of Atherton Hill. Frank and Barbara Richter are trying to purchase property owned by the Rose's and the Doctor's for the purpose of mostly conservation easements. This is a $100,000 project. The Commission would be willing to help with 5 or 10 thousand dollars conditional upon a public hearing.

7). Fall Event - A). Tom, Steve, Kathy and Amy will clean up Daniels Brook on Saturday the 18th. They will meet at Tom's house at 9:30 AM. B). Kathy and Amy will host a booth from 10 to 12 AM at EMS on October 25th. There will be a sale on October 24th. C). Bill will go to the Harris Center in Hancock for a conference on October 11th.

8). Hazard Mitigation Committee- Bill stated that they reviewed the final draft. The committee has determined that there are no aquifers in Chesterfield. The figures for flooding need to revised based on what has happened in the last month. Bill will submit his revised copy to the Commission for review.

9). Other - 

  • A). The Commission submitted the bills for 2004 dues. 
  • B). Tom asked Amy to contact NHDES about the Guidebook for Environmental Permits in NH. There is a 2002 edition in this office. 
  • C). The Commission will look at different art work and different color samples for Friedsam Forest at the next meeting. 
  • D). The Commission is trying to promote the Ancient Oaks Trail. Amy will put some brochures out at the office. Lynne will put them out in the hotels in Brattleboro on Friday and Kathy has taken them to the library and the schools. 
  • E). Neil and Tom will go out and look at the possibility to expand the Friedsam Cemetery sometime next month. 
  • F). Tom is on the Town Recycling Committee. They are trying to create a more efficient operation since the Transfer Station burned down. 
  • G). There is a lady who wants to put a letterbox on the top of Mt. Wantastiquet. Kathy suggested a sign board for Anne Stokes loop. People write down what they see like birds, deer, tracks, etc. Tom asked everyone to brainstorm for the next meeting. 
  • H). The Town of Hinsdale is suing the Town for closing Plain Road. They may consider this an escape route for Vermont Yankee. This road is not plowed in the winter.

10). Adjournment - Amy moved to adjourn at 9:45 PM. The motion was seconded by Steve and passed unanimously by the Commission. The next meeting will be October 22nd. Lynne will be at the next meeting.
