Chesterfield, New Hampshire

Present: Tom Duston; Chairman, Lynne Borofsky, Jeff Newcomer, Kathy Thatcher, Bill Tyler, Steve Fisher, Chet Greenwood; Selectmen's Representative and Amy LaFontaine; Secretary.

1). Steve moved to approve the minutes from June 25, 2003 as amended. The motion was seconded by Jeff and passed unanimously by the Commission.

2). Hal Wilkens was present from Ramsey Mclaren Associates, an engineering firm in Westminster. There are 4 to 5 property owners along the Connecticut River near Governor's Brook that would like to restore more than 3500 square feet of the streambank. He had anticipated filling out a minimum impact expedited DES permit, but has found the project much more involved than that. Hal has been informed that he needs to consult with a Fish and Wildlife Representative and the Archeological Society. He is having difficulty finding what kind of work would be allowed. If his clients are still interested in pursuing the work he will contact us prior to the September meeting.

3). Permits, Complaints - Kathy 

  • A). Brian and Carrie Scott's revised plan has been approved by DES with 20 conditions. Jeff Blecharczyk from DES has looked at the project and stated that Conservation Commission's concern have been addressed with the revised plan. They will be required to restore 3 wetland areas. There is a time limit for them to submit a plan. 
  • B). Boucher owns an 1/8th of an acre on White Birch Drive and has filled in the stream. Fred Rowley contacted the Commission. The property is very steep. 
  • C). Tony Martini contacted the Commission to look at trees on his property before he cut them down. Tom and Lynne reviewed the Shoreland Protected Zone and determined that the trees really should come down because they are dying or dead. He is not removing more than 50% of the trees on his property. He is aware that he can not remove the stumps. The Commission did not review property borders. Apparently there was one tree marked that was not on Tony's property, marked with spray paint that is now permanently defaced. There will be a meeting with Gary Springs the State Shoreland Coordinator next week. 
  • D). DOT is also holding a meeting at 7 PM tomorrow night with the Residents of Route 63. Katie Heerman and Tom walked up Old County Road to look at the logging on the Pysz property. The Residents of Route 63 would like to see Route 63 moved to Old County Road, because of erosion to the Lake. Chet stated that the Selectmen would like to see the S corners on Route 63 fixed until Route 63 can be rerouted onto Old County Road. Tom stated that he was going to file a complaint against Pysz because the corduroy roadway through the wetlands was not removed after the completion of the logging. Tom presented Chet with a copy of the Good Foresty Practices notebook for the Selectmen. 
  • E). David Gale who is filling in the stream on the corner of Route 9 and Brook Street claims that he has an alteration of terrain permit from the State. Kathy will contact the State to find out if this is true. Tom will contact the Town Attorney to find out if you can walk on property unless it is properly posted against trespassing. 
  • F). Tom stated that he has added Amy to the permits, complaints team. Kathy and Amy will set a date to clean up the drawers in the filing cabinet. Tom wants to pursue a full-time code enforcement officer for shoreland protection, logging and building.

4). Friedsam Bridge Project - Lynne presented the budget for the grant money that must be completed by March 2005. The matched labor is the work done last year cutting the Ancient Oaks Trail. $1,574.04 is available for puchasing tools. Ask for discounts. Tom wrote to the Forest Society last month. They do not want to submit a bill for the signs. Lynne requested the name of the boy scout who built the bridge last year for his Eagle Scout project to determine how many hours he spent on the bridge. There is approximately $8,400 remaining to replace the other bridge across the ravine in Friedsam. Lynne stated that she had received about 30 responses to her ad selling pre-fab bridges. The only local contact she had was Torben Larsen, his company is called Windham Growers and he would use horses to move some of the materials in. She has left messages for the State Pisgah Park telephone numbers because they have had bridge projects done and she was looking for some of their contractors. Lynne asked Steve to be in charge of purchasing tools. Lynne stated that Friedsam trails were a mess from the flooding last week. Trees are down and trails around the bridge also need work.

5). Snowmobile Trail Bridge in Friedsam - Steve has left messages with Tim O'Connor the President. Steve Laskowski has informed Steve that he isn't really involved with Snowmobile group any more. Chet recommended that he contact Joey Cooper.

6). New Brochures - Jeff is responsible for changing the old brochure. Lynne stated that Friedsam will stay the same. Tom asked if now that Plain Road is now closed off at the top the Commission should mark an alternate route on the brochure to hike along Gulf Road to Merrifield Road to Daniels Mountain Loop.

7). "No Hunting" Signs - Kathy will go out at 1 PM on Saturday with a group. Steve will need to buy a staple gun.

8). Hazard Mitigation Committee - Bill presented a draft of the Hazard Mitigation Report. The Committee will go over the report one more time. Everything in Town is listed in it. Tom asked for a copy of the report with anything related to Conservation checked off on it.

9). Trail work this fall - Saturday at 1 PM Lynne, Steve, Tom and Jeff will meet to repair trails in Friedsam. They will bring the chainsaw. Lynne reported that Anne Stokes Loop was in good shape. The bypass was a good plan because the area where the trail had been is now part of the pond. Lynne asked about cutting a trail in Bear Mountain. Tom has talked to Warren Lathe, a property owner, important to the trail if it will utilize Plain Road. Friends of Pisgah has money to put in a parking lot on Hinsdale Road. Tom will need to talk to DPW in Hinsdale. LCHIP is requesting that the Commission put in posts to mark the trail to identify property owners.

10). Status of Stokes grant and grant work - Lynne stated that she is starting to panic on this one, because Dan who cut the laurel last year was unable to return. She stated that she had also contacted Student Conservation Commissions and Americorps and no one has responded. There is $6,000 of grant money left to pay trail workers that has to be spent by March. Kathy suggested a poster at Antioch and Keene State seeking paid labor. Lynne suggested using the funds to build a bridge across the brook below Indian Pond. Tom suggested cutting a check to the Friends of Pisgah for the trail maintenance fund. Lynne stated that this is a reimbursement grant and needs to be issued to a person for work that has been completed not to an organization for future work. Steve stated that he was concerned about returning the money because NH Trails may not take the Commission seriously down the road. Tom suggested purchasing additional Protected Stream Signs. Lynne stated that that was not a bad idea because some of the signs were wearing out.

11). Land Conservation Report - Tom stated that the Sue Plunske Project involving 250 acres that is being logged on Gulf Road is near Mt. Wantastiquet. The New England Forestry Foundation, a Conservation Group, has contacted Sylvio Conti. Dick Ober has talked to the landowner, High-Forest Parners, LLC and they are willing to sell a Conservation Easement. Tom stated that the Commission might be willing to pay for an appraisal of the land. He would like to have John Newcombe from Monadnock Appraisal.

12). Other - 

  • A). The CT River Joint Commission is holding a CT River Clean up day on Saturday October 4th. Tom would like to volunteer 3 or 4 Commission members to clean up Gulf Brook, a tributary to the CT river which may have a native trout population. 
  • B). Selectmen's Business - Chet stated that the Cemetery Commission is concerned about running out of room in Friedsam Cemetery. The Deed to land owned by the Town in Friedsam Forest states that it can be used to expand the cemetery. There are some lands in the cemetery that are too steep or swampy to be useful. They may arrange a swap. Tom will contact Neil Jenness to look at ways to retain the trail and expand the cemetery. 
  • C). Budget - Tom moved to approve the budget as submitted. The motion was seconded by Steve and passed unanimously by the Commission.

13). Adjournment - The next meeting will be September 24th. Jeff moved to adjourn at 9:35 PM. The motion was seconded by Bill and passed unanimously by the Commission.
