1). Kathy Thatcher reviewed wetland permits. She also asked if
Conservation needed to take action on timber cutting permits, since
Conservation receives a copy. S. Fisher believed it was just for
Conservation's information in case someone was clear cutting on a wetland.
L. Borofsky suggested that the Conservation Commission should put together
a list of acceptable timber harvesters, because some do a neater job than
others and applicants may ask the Conservation Commission for
recommendations.
- A). Harold Cotton, Jr. permit was approved with conditions.
- B). Received mail about invasive aquatic plants education for
species such as Purple Loose Strife, Japanese Barbary and Japanese
Knotweed. Information should be passed on to Spofford Lake
Association. Some lakes have power washers near boat ramps.
- C). Joerger - Expedited Seasonal Permit to install a dock on
Mountain Road. S. Fisher and T. Duston visited the site last week. It
is a very steep banking about 100 feet down. T. Duston called DES
about this one. DES has jurisdiction to the top of the bank. If
Conservation does not sign the application the applicant will need to
fill out a standard dredge and fill application. T. Duston recommended
that Conservation sign the application and send a letter about their
concerns to DES. He would like to see posts used for the stairway that
will hold the platform without damaging the banking. The Builder
stated that he was going to do it all by hand. Joerger also wants to
clear trees by her house to get a better view of the river which are
within the shoreland protected area. The applicants expect the
application to only take about 1 week. S. Fisher and T. Duston did
warn the applicants that the process could take a while.
- D). Cutting on Pine Tree Circle does not affect wetlands or
shoreland protected area. There is a buffer zone between properties
that can not be cleared. W. Porter will call Tim Butterworth about
person he used for guidance on such issues.
- E). Portion of Mountain Road keeps caving in, because of the height
of the river. The Power Company refuses to take any responsibility and
it is very expanse for the town to repair. T. Duston recommended that
Conservation or Selectmen can write a letter to DES.
- F). Kathy will add a piece of paper to the DES applications stating
that they can contact Conservation Commission with any questions or
concerns for guidance in filling out the application with Kathy's name
and number.
- G). Coulburn on Pine Tree Circle Paul Hubner refused to do work on
Septic System and Retaining Wall. However, they have found someone to
do work.
- H). Campbell - Silverdale Road and Route 63 parking lot is in Right
of Way of the Road, which is under state jurisdiction.
- I). T. Duston asked if the Town had received a check from the
Spofford Fire Department for a dry hydrant. The lake is very shallow
in that area.
- J). W. Porter going to bring a complaint form for swimming pool on
Route 9. The Commission discussed the Dredge operation on the property
next to the Bait Shop. There is no regulation stating that they can
not build a pond. It appears as though they have drained a swamp to
fill the pool.
2). Highway department has posted all protected stream signs except for
one on the Clarkson Subdivision because it is on private property. Holes
in post did not match holes in the sign. The signs are very thin and
vandals are able to tear signs off the posts.
3). Bob Clarkson stated that the Town forced him to build the road to
meet Town Standards. The Town will not take over the road until 50% of the
lots are developed. There are 2 lots on that road, when one is developed
the road will be taken over by the Town.
4). K. Thatcher moved to approve the minutes for April 24, 2002 as
amended. The motion was seconded by L. Borofsky followed by unanimous vote
from the Board.
5). Other -
- A). The Friends of Pisgah now owns the Hinsdale property.
- B). Every six months for the next two years the Commission needs to
report on the condition of the tools purchased with grant money.
- C). W. Porter reported that Bill Mitchell claims that he has been
contacted 3X in the last month by the Conservation Commission to buy
his land. He is 82 years old and has a very sick family member. He
feels that he is being pressured to give up development rights to the
land. He has a separate deed for 9 pieces of land, which he did not
voluntarily merge. The Town has it listed as being only 1 large piece
of land. K. Thatcher only remembers a meeting 2 years ago at an open
space meeting to find out how land owners felt about having their land
protected.
6). The next meeting will be June 26, 2002. K. Thatcher and L. Borofsky
will meet on June 1st and 2nd to trim mountain laurel on Anne Stokes
trail. J. Newcomer moved to adjourn. The motion was seconded by S. Fisher.
The meeting adjourned at 9:15 P.M.
