MARCH 26, 2003


Chesterfield, New Hampshire

Present: Chet Greenwood; Selectmen's Representative, Steve Fisher, Bill Tyler, Kathy Thatcher, Lynne Borofsky, Jeff Newcomer, Tom Duston; Chairman, and Amy LaFontaine; Secretary.

1). The Commission welcomed Chet Greenwood as the new Selectmen's Representative. They asked him to think about what his specialty would be. Warren painted signs and Tim Butterworth provided a chain saw.

2). Jeff moved to approve the minutes as amended. The motion was seconded by Steve Fisher and approved unanimously by the Commission.

3). Permits/Complaints - Kathy stated that the first expedited seasonal dock permit had been filed on Route 63. She has signed it and sent it on its way because it appeared to be standard.
Klepacki - on North Shore Road have removed the dock that they were not supposed to have. DES has sent us notification that the file is now closed.
Ralph Wright - property on corner of Route 9 and Sheila Road it is not known who the owner is. The Commission will contact DES because there are some repairs that still need to be made. The new owner will need to be approached.
Tom has received a decision taken on dock at Pine Groves Country Club.
Rondo - on River Road have a very steep embankment and they want to install stairs with several different platforms.
Tom will look at the drinking water assessment report that was sent to him last week.

4). NH Trails Grant for Friedsam Bridge - Lynne and Steve. The letter states that it will receive funding from the bureau, but it still needs to go through the State Historical Inventory and the Governor Council. The matching volunteer work has already been completed for this project. She submitted as our volunteer work the cutting/clearing of Ancient Oaks Trail. The Commission now has more money for tools. Lynne would like to advertise and hire a professional contractor to construct the bridge probably in October and November when the trail is as dry as possible. Jeff suggested that any funding left over could be used to improve the access to the bridge from the banking.

5). Kathy has submitted an application to the Monadnock Conservancy and SWRPC open space program. They are choosing 1 town out of 44 that have applied for 1 grant. Chesterfield is preparing to redo the Master Plan. They are looking for a community that is susceptible to losing open space. Kathy stated in the application that the Commission had formed an open space committee previously but it became overwhelming. Chesterfield really needs expert guidance from the Monadnock Conservancy and SWRPC that this grant would provide.

6). Sally Grey Property - Tom stated that Sally Grey has decided with the state of the world today that she would rather own property than sell it for Conservation. This is the property that connects Swanzey, Keene and Chesterfield. It is still a possibility. Tom had proposed previously to offer $10,000 to this project. If it becomes a possibility again he will propose funds again.

7). $5,000 to the Friends of Pisgah - for trail maintenance. Tom would like to have a presentation and a check at the next meeting for the Friends of Pisgah meeting which is on May 6th. The $5,000 should come out of the Conservation Fund not the budget. If the request does need 3 signatures Amy will notify Commission members to come in and sign the request. Amy will check with Rick and submit the request a couple of weeks in advance.

8). Solid Waste Budget - Tom would like to approach the Selectmen about the rising costs for disposing of Solid Waste. The budget has gone up substantially in 10 years. The costs are going towards removal of recyclables that used to be sold. He claims that we are spending tens of thousands of dollars to get rid of recyclables, so that the more the Town recycles the more it costs us. This is within the realm of Conservation. Tom will come to the Commission with a plan at the next meeting.

9). Hazard Mitigation Committee - Bill reported that they will meet on Monday to identify all problem areas in Chesterfield.

10). Spring Activities - Tom wants to put up 2 signs on Anne Stokes trail. Check Anne Stokes for water damage and continue to remove Mt. Laurel. A number of projects were proposed by Commission members; work on the Bridge project and cut a new trail to Bear Mountain. All trails need to be walked and checked for problems. Tom would like the Commission to buy and post markers or paint dobs for trails. Pisgah uses different shapes, (triangles, diamonds, etc.) posted with a single nail. The Commission should pick a different marker for the different trails, such as Anne Stokes and Daniels Mountain. The Commission will pick markers at the next meeting. Kathy would like to re post "No Hunting" Signs in Friedsam Forest. The Commission will need to purchase a staple gun. The Commission will set a date after the next meeting, because hunting season is a long way off.

11). Other -
A). Frances Wright Property - currently has a conservation easement across the back. She is interested in selling property. It is 45 acres. Tom will fill out the current use form for assessors for her. He is interested in pursuing the purchase of the property with a contribution, a grant, or an outright purchase.
B). Tom discussed licensing loggers in the Town of Chesterfield, because of logging on the Martini property along Route 9.

12). The next meeting will be April 23rd. Amy will e-mail Tom a couple of weeks in advance to obtain the agenda so that it will be mailed with the minutes to the Commission members a week ahead of time. The meeting adjourned at 9PM.
