JUNE 25, 2003


Chesterfield, New Hampshire

Present: Tom Duston; Chairman, Steve Fisher, Chet Greenwood, Bill Tyler, Kathy Thatcher, Jeff Newcomer and Amy LaFontaine; Secretary.

1). Steve moved to approve the May 21, 2003 minutes as amended. The motion was seconded by Chet and passed unanimously by the Commission.

2). Permits/Complaints - A). Kathy stated that a copy of a letter from DES had been received asking for more information from Annette Davidson. This is the property located on Tuttle Road. She wants to dredge the pond to get rid of leeches. DES will review the application again in 30 days. B). There has been a complaint filed against Bill Bassler for building a dock without the proper permits. The property is located next to the Public Beach on North Shore Road. C). Brian and Carrie Scott have applied for a Dredge and Fill Application proposing to fill in 2500 sq feet of wetland for a driveway. Mary Durland, an abutter, called Kathy to let her know about land that she owns on Old Swanzey Road, a bulldozer has been driven about 25 feet onto her property and the access road has been filled in. Chet stated that he has also received a call from another abutter, Bob & Joyce Conklin regarding this application. He abuts this property on 3 sides. Tom stated that the Commission has never approved filling in any wetlands and DES has always been supportive of us in this, especially with the Cersosimo subdivision they were required to move the road in order to spare wetlands. The Commission will meet at the corner of Old Swanzey Road and Zinn Road to visit the site on Friday at 5PM. D). Tom has drafted a letter to Boucher who has filled in a stream on White Birch Drive without applying for a permit. The Commission will wait for a response before calling DES. E). David Gale has had 2 violations of the Shoreland Protection Act. He has done major land alterations on Brook Street just past Chesterfield Tire near the protected stream. Last year he was notified of the violation and he installed a silt fence near the stream when he was asked to. Now he is filling in the property. F). Tom has received a call from Fred Szmit regarding an applicant that had been to the Planning Board expressed concern that the logging on Route 9 would mess up the brooks running down to the Lake. Tom stated that the stream appears to be still running correctly, because the property has not been stumped and erosion and sediment are not yet running into the stream. The applicant lives across Route 9 from the property.

3). Friedsam Forest - A). Tom gave Steve a brochure about puncheon walkways to help the snowmobile group construct a bridge across a muddy section of the trail. Steve asked if the Commission would be willing to help out with the wetlands permit and funding for the project. The Commission said that they would. B). Kathy has No Hunting Signs that need to be reposted in Friedsam. The Commission will set a date at the next meeting in early September for reposting signs. The Commission will need a staple gun or a hammer for the project.

4). Anne Stokes Loop - Jeff and Lynne aren't here so the Commission is unable to discuss fixing the maps or brochures. Tom has laminated a map for the Madame Sheri parking lot. Tom discussed replacing the plexiglass at the Madame Sheri Forest.

5). Bill did not have any new information from the Hazard Mitigation Committee.

6). Selectmen Business - Tom has ordered 2 copies of "Good Forestry in the Granite State Recommended Voluntary Forest Management Practices in New Hampshire" brochure that describes the higher standard for licensing loggers in Chesterfield. One copy is for the Commission and the other is for the Selectmen. Tom asked Amy to order 2 copies of the Best Management Practices for Erosion Control on Timber Harvesting Operations in New Hampshire by JB Cullen. This is the standard that should be used now. Amy stated that she had heard the Building Inspector say last week that if you clear-cut more than an acre a DES permit was required. She will check with the Building Inspector to see what he had discovered.

7). Other - A). Sue Plunske has found a representative, Hazel Hunter, who lives by the river for the Joint River Commission. B). 200 acres on Gulf Road and Mountain that is being logged, Dick Ober asked about buying the land or an easement once logging is completed. The company has valued the land at $100,000 after logging for a Conservation Easement. The Commission would like to donate money for an appraisal, if the Commission decides to pursue this project. Half of Gulf Road is protected because of the Spaulding Hill Subdivision. C). The Commission hiked 3 ½ hours from Horatio Colony to Prouty Road last Saturday mostly without trails or signs approximately 5 miles. D). Jeff asked if anyone had noticed that a portion of the Stokes trail had washed out.

8). The next meeting will be August 27, 2003. Jeff moved to adjourn. The motion was seconded by Kathy and passed unanimously by the Commission. The meeting adjourned at 8:45 PM.
