1). Jeff moved to approve the April 23rd minutes as amended. The motion was seconded by Steve and passed unanimously by the Commission. Tom stated that Amy was doing a good job on the minutes. 2). Des - Kathy A). DES is working on the Wright property on Route 9. It is on Route 9 across the street from the Welcome Farm Subdivision. The Commission filed a complaint a couple of years ago, because the logger had put in a road through the protected stream. B). The Expedited Seasonal Dock Notification no longer exists. The new application does not require a Conservation signature or a fee. Lloyd Greene wants to put 2 docks in on 263 feet of frontage. DES requires 75 feet to put in a dock. He is replacing one and would like a canoe dock as well. He needs to fill out the Minimum Impact Expedited Application which does still require Conservation signatures and a fee. Kathy will talk to the Town Clerks once she obtains the new application off the Internet. 3). Friedsam Bridge - Tom & Lynne Tom met with Chris Gamache, the recreation trail person, and a State Archeologist to look at the bridge. A tree has fallen on the bridge and taken down the handrails. They did not want to walk on the bridge. Lynne thought it was better to leave the tree alone so hikers wouldn't try to cross the bridge anymore. They can cross the stream. The Commission discussed taking rocks out of the stream. Steve and Lynne presented an ad for the Sentinel and Reformer and to be posted on the Conservation Website as follows: The Town of Chesterfield Conservation Commission is requesting bids for the replacement and removal of a foot bridge in an environmentally sensitive area in Friedsam Town Forest. The bridge would be about 35 feet long and approximately 3 to 4 feet wide with railings. For more Information contact Tom at (603) 256-6082 or Lynne (603) 363-8359. Hugh Clark is the man with the horses. The ad can go to the newspapers anytime. Lynne sent an item listing monies spent from the grant. Tom called the Forest Society to tell them that the Commission has $225 in grant money for signs. If they want to submit a bill the Commission can pay it. 4). Ann Stokes Loop Activities - Amy The Commission took down a tree that had fallen across the trail. We installed a sign at the junction of the loop and Daniel's Mountain and hiked to Indian Pond on Sunday May 18th. Dan is working on the Mt. Laurel. Lynne wants to add some pucheon walkways where the trail is vague and muddy. There is $6,705.15 remaining in the grant. 5). Connecticut River Segment of Monadnock Wantastiquet Trail - Tom There is a NH Trails grant for $20,000 awarded to install bridges at the old railroad bridge to Route 119. Three state agencies have objected: DES, DOT and the Archeological Agency. They have 2 years to spend the money. They only have that time to obtain permission from these agencies. The State of NH has bought the old railroad bridge and the rail line along the river. The trail continues along the river from the old railroad bridge to the trail head on Route 119. 6). Friedsam Forest Old Orchard - Tom Tom would like to clear some pine trees on the Ancient Oaks Trail to see if the apple trees will come back for wildlife. Kathy and Jeff were concerned that the removal of trees between the forest and the highway would increase noise and pollution. Jeff moved to give Tom authority to investigate saving the apple trees. The motion was seconded by Lynne and passed unanimously by the Commission. Tom wanted to talk to High Hopes about the apple trees. 7). Sally Grey - Tom The Commission was in the process of committing $10,000 to the Sally Grey property on West Hill. LCHIP money is available for 18 months. They might be able to use the money for a nearby property. She has not indicated that she would change her mind. Horatio Colony Trustees have also committed money to this project. 8). Conservation Fund A). Lynne presented the $5,000 check to the Friends of Pisgah for a trail maintenance fund. When Tom paid his dues he included extra for the maintenance fund. Kathy encouraged anyone to become a member of Friends of Pisgah for $10.00. B). Tom has contacted Frances Wright indicating Commission interest in her property on Merrifield Road. He asked if she would negotiate a price and give us 6 months to raise it. He has not heard from her yet. C). Sue Plunske has been concerned about property adjoining her. The property has been purchased by High Forest Partners of Henniker. It has frontage on Mountain Road and Gulf Road. The other side of Gulf Road is Conservation Land. The property has a very steep slope. Tom told Sue that once the property is logged you can pursue an easement or purchase property for less. He stated that there are lots of animal tracks. Tom would like permission to contact Paul Mulcahey and perhaps make a deal. Then raise funds with the Nature Conservancy, Dick Ober, and the Stokes Foundation. D). Monadnock Conservancy has given us good public relations for donating $10,000 to help landowners that are donating land to conservation. There are lots of fees involved with donating land such as; surveys, appraisals and legal fees. 9). Selectmen - Chet presented a letter from the CT River Joint Commission looking for a Chesterfield representative for the Wantastiquet Local River Sub committee. Meeting are 5X per year roughly 2 hours each. Lynne asked if we could rotate among the Commission. 10). New Business A). Tom would like to license loggers in the Town. When an Intent to cut comes in the logger would have to agree to the higher standard above the Best Management Practices. B). Steve talked to Mike O'Connor the Vice President of the Chesterfield Snowmobile Association. They do not have funds to replace the bridge at this time, but they will meet with Steve to take a look at it. 11). Summer Meetings - the Commission will meet on June 25th.
