SPECIAL MEETING
JANUARY 23, 2002

Chesterfield, New Hampshire
| Present: Tom Duston, Chairman; Steve Fisher; Jeff
Newcomer; Lynne Borofsky; Tim Butterworth, Selectmen's Representative;
and Amy LaFontaine, Secretary.
1). J. Newcomer motioned to approve January 9, 2002 minutes as amended. The motion was seconded by L. Borofsky and approved by unanimous vote from the Commission. 2). Annual Report to the town. A. LaFontaine will make corrections and hand final copy to Rick. 3). Class VI road issue. Selectmen have decided to support the very specific request to reclassify 400 feet on Old Swanzey Road from a Class VI road to a Class A trail. The Commission would like to have additional roads as Class A trails. Tom submitted a map showing other roads that the Commission would like to have as Class A trails. All Class VI roads becoming Class A trails may be too ambitious, because many of the Class VI roads in Chesterfield are unidentified. The boat landing on Spofford Lake is a Class VI road, and curb cuts off Route 9 are also considered Class VI roads. Therefore, some Class VI roads should not be converted to Class A trails. Tom suggested an intermediate plan to choose a moderate number of roads that provide the Town with additional control over development in delicate areas. Tom is focusing on the California Brook Area because there are roads in that region that make sense as hiking trails in this area, because they connect to other trails. Tom looked at 31 parcels of land in the California Brook Area. These parcels of land there are only 20 landowners and none of these landowners live in Chesterfield. Among the proposed Class VI road no one is unable to access their property, if it becomes a trail. Tom will meet with Selectmen tomorrow night. He will need 25 signatures to petition the Town at Town Meeting. 4). Fundraiser - L. Borofsky is in charge. She will chair a committee. April 6 appears to be a more convenient date. S. Fisher's band Turn It Loose is not available on April 6. They charge $450. T. Duston's band North Country Connection is $300 for the night. They are available. K. Thatcher is contacting the Sugar House Band she did not attend the meeting tonight, so the Commission does not know how much they charge or if they are available on April 6th. Each Commission member needs to recruit 10 attendees. The event will cost $50.00 per couple, a tax deductible, contribution. Perhaps a potluck? There is no security deposit needed for the Town Hall or liability insurance. The Commission would like to make a couple thousand on this event. Overhead costs include invitations and the band. The Commission will meet next Wednesday, February 6th for a dance committee meeting at 7:30 P.M. @ Lynne's house. 5). The Commission will formally meet again at 7:30 P.M. on February 27, 2002 at the Town Offices on L. Borofsky's Birthday. 6). The meeting adjourned at 9:15 P.M. Respectfully Submitted, Amy LaFontaine |
